1. University education is a personal investment for a secured future. Leonard Sweet posits that “The future isn’t something we enter. The future is something we create”. Martha Lamkin expatiates further “If the future is ours to create, we must be serious – and swift- about the business of creating it”. First Lady Abigail Adams avers “Learning is not attained by chance; it must be sought with ardour and attended to with diligence”. The prospective student should pursue his/ her ambition with perseverance. Joan Rivers once said “If I can’t make it through one door, I’ll go through another door-or I’ll make a door.
2.  The predetermined vision and mission of ISCPRCE is to take open distance learning to the next level. Edith Wharton has rightly said “There are two ways of spreading light… To be the candle, or the mirror that reflects it”.   At ISCPRCE, we are committed to spread the light of university education by assisting prospective online/distance learning students to gain admission with reputable and accredited universities anywhere in the world. The international community must take the warning of Franklin Roosevelt serious “If anywhere in the country any child lacks opportunity for home life, for health protection, for education, for moral or spiritual development, the strength of the Nation and its ability to cherish and advance the principles of democracy are thereby weakened”. Jamie Merisotis has reported that: “Labour economists, employers and social scientist have made it clear that a well-educated citizenry is vital to our collective well-being.”
3. At ISCPRCE, we are passionate about the power of university education. It’s the key and doorway to a great future that awaits the persevering soul. University education has become a necessity and a prerequisite for economic and social benefits in contemporary affluent society. ISCPRCE intends to democratize university education. Education cannot continue to be the privilege of the elite’s family. All persons, irrespective of race, religion, sex and social status should have access to university education. By its nature-methodology, organisation and characteristic, open distance learning can pave the way for democratization of education. The aim of education is to make it available to all citizens. Young people should be given the chance for self-development.
4.  Education must fulfill pressing and critical needs of society. Education should be geared to produce graduates who are self-reliant, capable of providing leadership in the society. Products of educational system should be trained to develop the right attitude, independent and creative thinking that will pave the way for social progress. At ISCPRCE, everything will be done to train students to develop higher cognitive abilities, that is, critical thinking, analytical and systematic ability, scientific bent of mind, social sensitivity and humanitarian virtues.
5. At ISCPRCE, we are convinced that open distance learning students face formidable obstacles as they pursue educational goals. We have pulled together a strong supportive academic team to provide face-to-face personal contact through tutorial lessons, seminars, conferences and summer schools. Through personal contact, students obtain a sense of active participation in the learning process. Students are given opportunity to ask questions, and discuss their problems with fellow students. Students are motivated to learn through interaction with other students.
6. To restore the dignity of the human person, and integrate people who did not have the privilege to obtain university education into the knowledge society through the expansion of opportunities for university and professional education. Adult citizens with insufficient academic preparation now have a reliable platform to achieve their educational goals through the services of ISCPRCE. Students who drop out of school because of low income can resume their study through ISCPRCE. We shall assist traditionally undeserved and vulnerable social groups to acquire sound university education. We shall stay the course to support serious minded citizens to resume learning with confidence and hope of success.
7. The knowledge society and the global knowledge economy necessitate a vibrant and open mass education strategy. The untapped potentials of working adults who did not have the resources, or opportunity to acquire university education can be developed and utilized through a determinate action to learn through the platform of ISCPRCE. Global knowledge – based economy demands workers with higher professional and educational credentials. While experience and years of service are vital, newcomers with university degrees have the chance to move fast into the leadership echelon. To that extent, university education is the determinant of standard for status and corporate promotion.
8. The workforce of the knowledge economy demands skills and knowledge that can only be developed through qualitative university education. The 21^st century workforce needs to retool and “up-skill” through non-traditional educational platforms to meet the new challenge of the marketplace. Labour must be re-trained to achieve adaptability and high productivity.
9. At ISCPRCE  remediation and developmental education is promoted. We are willing to give the next generation a channel to work out their future. All prospective students are important to our vision. University should be adult-learning oriented. Martha Lamkin has spoken with emphasis on the value of continuing education: “Without continuous learning, possibilities dwindle, doors of opportunity fail to open, and individual and societal prosperity are threatened”. For those who are confused, the counsel of Felix Rohatyn is relevant “The choice is between doing something and doing nothing, and doing nothing never get you anywhere”.  Benjamin Disraeli offers another advice “The secret of success in life is for a man to be ready for his opportunity when it comes”. Albert Dunning informs us that “Great opportunities come to all, but many do not know they have met them”.
10. At ISCPRCE, there is a commitment to expand access and success in university education through international collaborative academic partnership. The type of collaboration may be 1) Marketing partnership 2) Teaching partnership 3) Validation partnership. As a policy, ISCPRCE can only accept partnership with accredited universities with global recognition. We are not desperate to endorse any fraudulent arrangement.
